Lembaga Tabung Haji (TH) is an Islamic institution dedicated to providing comprehensive and systematic facilities for the welfare of Malaysian pilgrims. In addition to halal savings management and efficient pilgrimage administration, TH also engages in investment activities to enhance the value for our depositors.

Corporate Profile

Lembaga Tabung Haji (TH) is a statutory body governed by the Tabung Haji Act 1995 (Act 535). TH’s primary activities include pilgrimage management, savings, and investment. TH is committed to delivering exemplary pilgrimage services to Malaysian pilgrims, and its consistent performance has earned global recognition as an innovative model for pilgrimage management.

TH serves approximately nine (9) million depositors through 107 branches and over 10,000 touchpoints nationwide. TH also maintains an office in Jeddah, Saudi Arabia, under the purview of the Malaysian Consulate.

The Incorporation of Lembaga Tabung Haji

Before the establishment of Lembaga Tabung Haji, there were no Islamic financial institutions in Malaysia that provided Hajj savings and management services for Muslims. Despite the existence of several banks at that time, Muslims in Malaysia were reluctant to save with conventional banks for Hajj due to the desire to ensure their savings were free from any elements of riba' (usury), ensuring that their pilgrimage was Mabrur.

The idea for establishing the Hajj Provident Fund Corporation (Perbadanan Wang Simpanan Bakal-bakal Haji (PWSBH)) was proposed by the eminent Malay economist, Professor DiRaja Ungku Abdul Aziz bin Ungku Abdul Hamid, in December 1959 to the Federal Government of Malaya.

The first step towards this goal was the establishment of PWSBH under Ordinance No.34, 1962, in 1963. The corporation fell under the jurisdiction of the Ministry of Rural Development.

Starting from September 30, 1963, PWSBH began accepting savings by opening counters to collect deposits from prospective Hajj pilgrims. Muslims in Malaysia were encouraged to save from a young age with a Shariah-compliant organization in preparation for Hajj.

When operations began in 1963, 1,281 prospective pilgrims opened accounts with a total savings of RM46,610. Their primary aim was to ensure their savings were secure and free from riba', to complete the Fifth Pillar of Islam and achieve a Mabrur Hajj. At that time, there was no intention of earning bonuses or dividends.

The confidence shown by these prospective pilgrims motivated PWSBH to continually improve their services in fulfilling Fardhu Kifayah (communal obligation). Since then, PWSBH has worked to attract more Muslims to use the savings facilities provided by the government to ensure their savings are secure and halal.

In 1969, to strengthen its role and facilitate the coordination of increasingly complex savings and pilgrimage management activities, PWSBH merged with the Hajj Affairs Office established earlier in 1951 in Penang. This merged entity was named the Lembaga Urusan dan Tabung Haji (LUTH), which was later renamed Lembaga Tabung Haji in 1995, or simply Tabung Haji or its acronym, TH to this day.

With the establishment of TH, the management of Hajj for the nation’s Muslims has become more streamlined and organized. Even first-time pilgrims can be assured that TH manages all their needs, including passport, visa, transportation, accommodation in Makkah, Madinah, Mina, and Arafat, as well as healthcare and Hajj guidance.
